Toki Messe is a complex convention center located in Chuo Ward, Niigata City, Niigata Prefecture. Opened in 2003, it is known as a large-scale facility capable of hosting a wide variety of events, including international conferences, exhibitions, concerts, and local events. The building houses an exhibition hall, an international conference center, banquet halls, restaurants, shops, and an observation space on the top floor, which offers stunning views overlooking both the land and the Sea of Japan.
The name "Toki" comes from the crested ibis, the symbol of Niigata Prefecture, and the museum sometimes features designs and exhibits that take into consideration the local culture and nature. The sunset view from the location near the sea, as well as the views of Sado Island and the mouth of the Shinano River, are particularly popular.

- Observation space (observation deck)From the top floor, you can enjoy a nearly 360-degree view of the Sea of Japan, Sado Island, the mouth of the Shinano River, and the surrounding Bandaijima Island. - Outdoor deck and walking path: The areas facing the harbor and estuary are great for strolling, and many people come to enjoy the sea breeze and sunset views.
Access (nearest station, transportation, etc.)
- Nearest station: Walk or take the bus from JR Niigata Station. Approximately 15-20 minutes on foot from the Bandai Exit of Niigata Station (towards Bandai City) (depending on the route and walking speed).
- Buses and local buses: Local buses and shuttle buses run from Niigata Station, and the bus stop is just a few minutes' walk away. Extra buses may also operate during events.
- Car/TaxiAccess: Take the Niigata Bypass or national highway. There is a paid parking lot at the facility (limited number of spaces). It is about a 5-10 minute taxi ride from Niigata Station.
- From Niigata Airport: Access is generally by airport shuttle bus or car, and travel time varies depending on traffic conditions (approximately 40 to 60 minutes).
- Cooperation with ferries (towards Sado): There are port facilities nearby, such as the Sado Kisen terminal and Pier Bandai, making the location convenient for accessing Sado.

- Sado Kisen Terminal: This is the terminal where ferries to Sado Island depart. It is convenient for day trips or overnight trips around the island.

- congestion: When large exhibitions or concerts are held, surrounding roads, public transportation, and parking lots will be extremely congested. Please check the event dates in advance and, if possible, use public transportation or special shuttles.
- Closure of observation space and restrictions on use: The observation deck may be closed during maintenance inspections, private events, or when events are held. We recommend checking the opening hours on the official website before visiting.
- Differences in visibility depending on the weather: Because it faces the sea, visibility changes depending on the weather and season. In winter, winds are strong and you need to take measures against the cold, and rain and thick fog can make the view worse.
- Manners: The facility is a public space. Please take your trash with you and be considerate of other visitors. There may be areas in the exhibition halls and halls where photography is prohibited or where eating and drinking is restricted, so please follow the signs.
- Parking lot use: Parking is limited and often fills up during events. Please consider using public transportation.
- Seasonal precautions: The sea breeze in summer can be humid and muggy on some days. From autumn to winter, strong winds and snow can make it difficult to travel on foot.
